Dominik Seemann 339cc396dd chore(i18n): refresh cjk baseline and update spec status ... backend/app baseline drops from 2792 to 307 after the comment/docstring translation pass. Mark i18n-translate-backend-comments tasks complete in the spec and update HANDOFF.md to record the second-installment scope.
