Add subprocess CLI wrapper and skill for agent integration
stegg_cli.py — thin argparse CLI outputting JSON, designed for agent
subprocess consumption (zero context cost). 13 commands matching the
MCP server 1:1: encode, decode, analyze, detect, capacity,
inject-chunk, read-chunks, inject-exif, inject-name, templates,
analysis-tool, list-tools, crypto-status.
