Hugo Osvaldo Barrera b96d16672b Drop obsolete encoding declaration 
This was only parsed in Python 2.
Python 3 only supports UTF-8 for source files, and that's what it uses.

Peter Wu a6b89b3ea3 Python3 compatibility for hidconsole 
`type(u'')` is 'str' in Python 3, it was `unicode` on Python 2 (with
`unicode_literals` from `__future__`).
