Shorten test and clarify behavior using binary numbers.
* Introduce plain flag_names function
This replicates the NamedInts functionality as plain function.
* Refactor FeatureFlag to use IntFlag
Replace NamedInts implementation with IntFlag enum and plain flag_names
function.
