ci: 删除冗余工作流并优化CI触发策略

移除 .github/workflows/rust.yml 文件，其功能已由 rust-ci.yml 覆盖。
修改 rust-ci.yml，删除 push 触发器以减少资源消耗，仅保留 pull_request 触发和手动触发。
