Sixth Phase B carve. Moves the 8 DX passes, required outputs, and review report — everything after the Step 0 DX investigation — into sections/review-sections.md behind a STOP-Read. All of Step 0 (persona, empathy, benchmark, journey trace, roleplay) + the rating method + EXIT_PLAN_MODE_GATE stay always-loaded. Measured: skeleton 110,621 -> 69,658 B (-37%). Union preserved. Atomic with tests + all-host regen: added to SECTIONS_EXTRACTED, gen-skill-docs reads the union. Layer 0 green. (No parity invariant entry for plan-devex-review.)
