Aakash Kattelu 370232e139 fix(ci): exempt issue-gate writers via repo permission (#1081) ... author_association on the webhook is CONTRIBUTOR when org membership is private, so maintainers with write (e.g. ajspig) were labelled needs-approved-issue.
