Sam Edwards cdc16291dd CMake: `SKIP_COMPOSITING` -> `SKIP_UNITY_BUILD_INCLUSION` 
The latter is what CMake (3.16+) itself uses; we should start using
CMake's own unity build capabilities if available.

Sam Edwards 2f97b76b42 dtoolutil: Overhaul ExecutionEnvironment's dtool path hunting code 
The main change here is it uses an array of expected filenames,
which optionally itself feeds off of a compiler definition, rather
than hardcoding the expected filenames straight into the search
code.

The other change is this code is omitted when building statically.

Sam Edwards b8f3c7eb63 CMake: Move some symbols from dtool_config.h to -D flags 
The symbols moved aren't used in any headers, so they don't
have to be in the installed dtool_config.h. Removing them
keeps the recompiling to a minimum when an optional feature
is toggled.

rdb 6eca44464e load_dso: prevent load_dso_error() from returning old error 
This happens if load_dso fails due to being unable to find the file, but not setting the dlerror flag and therefore causing a misleading error message to be shown.

rdb 825058805a dtoolutil: add GlobPattern::matches_file() and unit test 
This is used similar to matches() but for file paths: it does not match slashes for * characters and has special support for /**/ and ignores // and /./ patterns.

- Support encoding and decoding four-byte UTF-8 sequences
- E_unicode supports surrogate pairs, renamed to E_utf16be for clarity
- char32_t should be used for storing a Unicode code point

rdb 9061fd9416 dtoolutil: fix TextEncoder methods for Python 3 
The no-arguments get_text() and set_text() will now return Unicode strings in Python 3, but passing in an encoding will make them return/take bytes objects.

In Python 2, they all take regular strings, but Unicode is also accepted by the no-argument get_text() and set_text().

In the future we probably want to remove most of this interface for Python users, to whom all this is unnecessary since it duplicates functionality already in the standard library.
