makepanda: Runtime support for FreeBSD PKGNG
- Support creation of runtime package
- Changed @dirrm to @dir. All non-empty
directories are handled by pkg internally,
but it is good to have entry for all directories.

makepanda: Add FreeBSD PKGNG support
- The old FreeBSD package manager is obsolete
for more than an year.
- Added generating of installable package for the new
package manager when '--installer' is invoked
on FreeBSD
