pgui: allow keyboard keys to be added as PGButton click buttons

These will respond as clicks not when the mouse cursor is hovering over them, but when they have keyboard focus.

pgui: reduce unnecessary locking in PGItem

A deadlock has been observed if the lock is held while traversing the scene graph, so the need for locking in cull_callback is now reduced.

This is inefficient because it induces an unnecessary ref()/unref() pair when we just need to move the pointer out of the function. Thanks to 23128e4695

This is designed to sanity-check the buildsystem, ensuring that the
expected BUILDING_ macros are defined at the expected time. It
also helps catch cases where the wrong BUILDING_/EXPCL_ macros
are used.
