This reverses the relationship between EXPCL_PANDA_COMPONENT and BUILDING_PANDA, where BUILDING_PANDA is just shorthand for BUILDING_PANDA_COMPONENT and BUILDING_PANDA_COMPONENT itself sets the EXPCL_PANDA_COMPONENT defines.
