**What happened?**
Five CLI tests used different hand-written time budgets while they
started embedded Postgres and ran migrations. Runner contention made one
test exceed its budget. A timeout also skipped the `finally` cleanup
path and left a Postgres process alive.
**Expected behavior**
Each embedded-Postgres test gets a budget that covers measured runner
contention. Cleanup stops the cluster before the test removes its data
directory, including after a timeout.
**Steps to reproduce**
1. Run `npx vitest run cli/src/__tests__/worktree.test.ts` on a
contended runner.
2. Observe the embedded-Postgres tests take longer than their small
hand-written budgets.
3. Inspect the process list after a timeout and observe an orphaned
Postgres process.

- Export `EMBEDDED_POSTGRES_TEST_TIMEOUT_MS` from the embedded-Postgres
test helper.
- Apply the shared timeout to every test defined by
`itEmbeddedPostgres`.
- Replace the five hand-written timeout values in `worktree.test.ts`.
- Register temporary-directory removal and cluster stop with
`onTestFinished` in the correct order.
- Restore the working directory during timeout cleanup.

- `npx vitest run cli/src/__tests__/worktree.test.ts` passes 63 tests.
- `npx vitest run cli/src` passes 424 tests across 59 files.
- `tsc --noEmit` in `cli/` adds no new error in the touched files.

clients still held open connections. The postgres.js driver then
scheduled a deferred write on a dead connection. The write caused an
unhandled error after the test shard reported success.
**Expected behavior**
The fixture closes all live clients for its cluster before it stops the
embedded PostgreSQL cluster. Tests then finish without a deferred write
on a dead connection.
**Steps to reproduce**
1. Run the database regression test with the embedded PostgreSQL
fixture.
2. Stop the fixture while its database client still has an open
connection.
3. Observe the deferred write and the process exit status.

restore must own the target embedded PostgreSQL process until restore,
migration, and validation finish.
**Steps to reproduce**
1. Provision a worktree with deferred database seeding.
2. Make the seed manifest end in a failed state while the command exits
with code 0.
3. Observe that the provision status remains successful on `master`.
4. Start a seed restore against an already-running target embedded
PostgreSQL process.
5. Observe that another lifecycle owner can stop the target during
restore.

Replace single retentionDays with a three-tier BackupRetentionPolicy:
- Daily: keep all backups (presets: 3, 7, 14 days; default 7)
- Weekly: keep one per calendar week (presets: 1, 2, 4 weeks; default 4)
- Monthly: keep one per calendar month (presets: 1, 3, 6 months; default 1)
Pruning sorts backups newest-first and applies each tier's cutoff,
keeping only the newest entry per ISO week/month bucket. The Instance
Settings General page now shows three preset selectors (no icon, matches
existing page design). Remove Database icon import.
Add agent_config_revisions table for tracking agent configuration changes with
rollback support. Add issue_approvals junction table linking issues to approvals.
New migrations (0005, 0006) for permissions column and new tables. Rework migration
client with statement-level idempotency checks (table/column/index/constraint
existence) so migrations can be safely retried against partially-migrated databases.

Switch from PGlite (WebAssembly) to embedded-postgres for zero-config
local development — provides a real PostgreSQL server with full
compatibility. Add startup banner with config summary on server boot.
Improve server bootstrap with auto port detection, database creation,
and migration on startup. Update DATABASE.md, DEVELOPING.md, and
SPEC-implementation.md to reflect the change. Update CLI database
check and prompts. Simplify OnboardingWizard database options.

Add @electric-sql/pglite so the server can run without an external
Postgres instance. When DATABASE_URL is not set, the server auto-creates
an embedded PGlite database in ./data/pglite with schema push on startup.
- Add createPgliteDb() alongside the existing createDb()
- Make DATABASE_URL optional in server config
- Update drizzle config to glob schema files
- Update migrate script to support both Postgres and PGlite
- Add data/ to .gitignore for local PGlite storage
