fix(ci): avoid empty pnpm caches from lockfile refresh ( #13267 )

## Linked Issues or Issue Description
Refs #13259 for the related cloud verification cache work. No duplicate
empty-cache fix was found.
**What happened?**
Refresh Lockfile run 34517514932 saved a 216-byte default-branch pnpm
cache at 18:58:08 UTC on September 10. Full install jobs still restore
that empty entry. The cache API reports 216 bytes for master and about
703 MB for populated entries with the same key and cache version in PR
scopes.
**Expected behavior**
A job that installs dependencies should populate the shared
package-store cache.
**Steps to reproduce**
1. Run lockfile refresh with a new lockfile cache key.
2. Its resolution-only command leaves the package store empty.
3. The Node action saves the empty archive before a full install
finishes.
4. Later jobs report a cache hit but download packages again.
**Paperclip version or commit**
Observed on master 6728e133f8a23ae894a5https://github.com/paperclipai/paperclip/actions/runs/34517514932/job/103006542158 )
logs a 216-byte upload under the same key still used by cloud
verification.
- The batch-wide local full typecheck and build passed. The local full
test run reported 10,600 passed, 65 skipped, and 13 permission failures
in unchanged runtime-skill suites. These checks were not repeated in
this dependency-free worktree. Current-head Linux CI passes. The
unchanged chat and browser suites passed on their single retry; all
final checks are green. Greptile is 5/5 with all threads resolved.
- After merge, delete only the existing empty master cache entry. Verify
that a master install saves a populated archive and subsequent jobs
reuse packages. Measure the net install-time change before claiming a
latency gain.
## Risks
- Lockfile resolution can require fresh registry metadata. It does not
need a cached package store.
- The existing empty cache must be removed once; this change prevents
its recreation by this workflow.
- Cache benefits vary with download speed and archive extraction time.
## Model Used
OpenAI GPT-6 through Codex, with reasoning, repository tools, and code
execution. The exact serving model ID and context window are not exposed
by this environment.

ci: harden paid runner browser and lock repair ( #12829 )

## Thinking Path
Paid cells now reuse the AWS image's system Chrome, but Playwright video
recording still resolves its revision-pinned FFmpeg helper from the
Playwright cache. Run 33875618534 proved Chrome qualification succeeds
and then failed before provider startup because that helper was absent.
The same run also exposed that generic lock repair can churn unrelated
package platform metadata, so the automated repair paths need
resolution-only regeneration rather than lockfile-only metadata refresh.
## What Changed
- install Playwright FFmpeg only on the AWS/system-Chrome path
- retry the small helper installation up to three times before provider
secrets are exposed
- keep the GitHub-hosted Chromium fallback unchanged
- bind static coverage to the exact FFmpeg step block and its pre-secret
ordering
- add pnpm `--resolution-only` to all four automated lock-repair paths
while retaining full transitive resolution
- require resolution-only repair in the shared workflow regression
The actual generated lockfile correction remains bot-owned by PR #12828
and is intentionally not committed here.

## Risks
Low. The new network operation is limited to Playwright's pinned FFmpeg
payload, happens before paid credentials are exposed, and leaves the
hosted-runner path unchanged. Resolution-only is still a full
dependency-resolution pass, unlike lockfile-only, while avoiding
unrelated current-platform metadata churn.

- The focused exe.dev suite could not resolve the locally unbuilt plugin
SDK from this isolated worktree. A full offline workspace install was
also blocked because the package-manager signature verifier requires
registry access. The full suite was not run locally; draft CI performs a
clean install and evaluates the wider impact.
## Risks
- This is a breaking runtime change for users, plugins, and deployments
that still use Node.js 20 or 22.
- Published workspace packages will now produce an engine warning or
failure in strict package managers on older Node.js releases.
- Node.js 24 can reveal dependency, native module, Playwright, or agent
CLI compatibility issues in CI.
- The bootstrap installer now installs Node.js 24 when the current
runtime is older than 24.11.0.
- The portable sandbox fallback is pinned to Node.js 24.11.0 and depends
on that upstream tarball remaining available.
- Unsupported runtimes continue booting after a warning, so a later
incompatibility can still fail at its point of use.
- The CLI and server share the warning policy through the published
`@paperclipai/shared` package; packaging checks must keep that subpath
export available.
- This PR does not commit `pnpm-lock.yaml` because repository policy
assigns lockfile generation to CI.

fix(ci): skip auto-merge step when lockfile is unchanged
...
The "Enable auto-merge" step runs unconditionally, even when the
lockfile didn't change and no PR exists. This causes the workflow
to fail with "lockfile PR was not found."
Use a step output to gate the auto-merge step so it only runs
when a PR was actually created or updated.

fix: restore force push in lockfile refresh workflow

Simplify the PR-based flow: force push to update the branch if it
already exists, and only create a new PR when one doesn't exist yet.

fix: use lockfile-bot identity and remove force push in refresh workflow

- Use lockfile-bot name/email instead of github-actions[bot]
- Remove force push: close any stale PR and delete branch first,
then create a fresh branch and PR each time

fix: replace third-party action with gh CLI for lockfile PR creation
...
Replace peter-evans/create-pull-request with plain gh CLI commands to
avoid third-party supply chain risk. Uses only GitHub's own tooling
(GITHUB_TOKEN + gh CLI) to create the lockfile refresh PR.

fix: convert lockfile refresh to PR-based flow for protected master
...
The refresh-lockfile workflow was pushing directly to master, which fails
with branch protection rules. Convert to use peter-evans/create-pull-request
to create a PR instead. Exempt the bot's branch from the lockfile policy check.
