Refactor downloader tests (#6647) 
* Make download handler test base classes abstract.

* Small cleanup.

* Don't run the full test suite for special HTTP cases.

* Don't run tests in imported base classes.

* Remove an obsolete service_identity check.

* Simplify the H2DownloadHandler import.

* Forbig pytest 8.2.x.

* Revert "Simplify the H2DownloadHandler import."
