chore(license): migrate from MIT to Apache-2.0
- Replace LICENSE with Apache-2.0 text, copyright 2025 Makazhan Alpamys
- Add NOTICE file (required by Apache-2.0 section 4(d) for downstream redistribution)
- Update README badge + License section
- Update pyproject.toml SPDX license + classifier
- Update SECURITY.md policy clause
Verified via pip install -e . --no-deps: importlib.metadata reports
License: Apache-2.0, classifier OSI Approved :: Apache Software License.
