feat(mcp): install Passport 13 and add the api guard
Add laravel/passport ^13 for OAuth 2.1, publish its migrations and config, and register a passport-driven `api` guard alongside the existing session `web` guard. This is the foundation for OAuth-authenticated MCP connections (Claude Desktop / ChatGPT); no routes are wired yet. The User model is intentionally left untouched: Sanctum's HasApiTokens stays canonical so the existing PAT path (McpTokenController, WriteTool) is unchanged, and Passport's resource-server guard only needs withAccessToken(), which Sanctum already provides polymorphically.
