Víctor Falcón eb8a04fae0 feat(integration-requests): render comments as markdown and add in-progress status 
- Render admin comments with react-markdown + remark-gfm on the board
  (links open in a new tab, blockquotes/lists/bold styled)
- Add an `in_progress` status, visible to everyone and votable like
  approved, with an optional public comment
- Rework `integration-requests:review`: any decision can move a request
  to any status; new `--all` flag lists every request so the admin can
  pick one by number and change its status
