Merge origin/main into garrytan/token-usage-reduction

Resolve VERSION/package.json to 1.59.0.0 (branch ahead of main's 1.55.1.0)
and interleave main's 1.55.1.0 CHANGELOG entry between 1.56.0.0 and 1.55.0.0.
Regenerated all SKILL.md from merged sources (main's telemetry-consent +
gstack-slug-sanitize resolver changes layered under this branch's carves).
